ALIPH: an initial USD 2 million envelope to urgently safeguard cultural heritage threatened by the ongoing conflicts in the Middle East

Geneva, Switzerland, 25 March 2026 – In response to the growing risks on the cultural heritage in the Middle East, ALIPH has adopted an action plan to support the protection of sites and museums in the region. It includes an initial envelope of USD 2 million to address imminent threats. The plan will support projects that preserve collections, stabilize monuments, combat illicit trafficking, and will provide assistance to professionals.

The Action Plan establishes a framework for rapid and targeted interventions, with flexible measures designed to adapt to evolving security conditions and operational environments. It will be implemented in consultation with local authorities and heritage professionals, ensuring that any initiatives respond to needs identified on the ground. ALIPH will also ensure close coordination with key international partners, including UNESCO, ICCROM, ICOM, ICOMOS, Blue Shield International, and Europa Nostra.

This Action Plan focuses on three priority areas:

  • Museums and Collections: Emergency documentation, secure storage, evacuation of movable heritage when necessary, and provision of conservation materials and equipment.
  • Sites and Monuments: Satellite monitoring, digital and 3D documentation, emergency protection measures, and stabilization efforts where conditions permit.
  • Support to Heritage Professionals: Training opportunities and professional exchanges and support to local experts and institutions engaged in safeguarding heritage under difficult conditions.
